TSK ICSP PIC Programming
I have found both microconroller at this link http: Amazon Renewed Refurbished products with a warranty. It may be possible microcoontroller get a new PIC16FA to program with the proper firmware, but I doubted that it would be able to even program this chip.

PIC K150 USB Automatic Develop Microcontroller Programmer With ICSP Cable
I was able to get this board to work on Windows 7 32bit. No external power supply, communication and power is only a USB cable to print complete, without any cable. I believe it will be listed as a USB to Serial adapter.

The program provided does show you how to position the chip in the socket but not which way is up. It will readily read and clear PICs, but programming them always results in a failure and a communication drop to the programmer leaving the PIC in a useless state.
